问：疫情防控期间，证券公司主要采用非现场视频见证开户的方式为投资者提供证券账户开立服务。近期有部分证券公司反映，在严控疫情的背景下，采用双向视频见证开户的证券公司，在办理见证开户时，投资者和见证人员全程不能佩戴口罩，存在一定风险，对此证监会有什么安排？

答：为避免非法人员冒用证券公司名义开展业务活动，现行监管和自律规则要求，证券公司见证人员应当向投资者表明身份，以证券公司名义提供非现场开户等服务。实践中，证券公司通过“见证人员出示工作证、显示坐席工号、坐席背板显示证券公司标识、通过证券公司专用APP登陆”等措施，已能落实上述要求。鉴此，疫情防控期间，考虑到见证人员主要在营业场所集中办公，为防范交叉传染风险，见证人员可以全程佩戴口罩开展见证工作。为落实账户实名制的法定要求，投资者需在不佩戴口罩的情形下进行视频交互，以便证券公司有效识别其身份。请证券公司加大宣传力度，提示投资者通过使用证券公司专用服务软件系统（APP）的方式实现居家办理开户，切实提升服务水平。
